The members of the Plenary are divided in five sub-commissions, each one with a different area of responsibility. The sub-commissions and their members are listed below.
This sub-committee considers methodologies and methods of supervision and monitoring of the process of voter registration and certification of the electoral roll by the CNE. It also draws up proposals for plans of supervision and control of electoral registration and certification of the electoral roll. Once the plans are approved, the sub-committee coordinates their implementation.
Maria Angelina Lopes Sarmento (Coordinator) and Silvestre Xavier Sufa
This sub-committee studies methodologies to implement strategic plans for Civic Education in the country. The sub-committee also develops operational plans (after being approved by the Plenary) and coordinates their implementation. The sub-committee also plans and coordinates campaigns and work with civics organizations on other activities related to this issue.
Pe. Martinho Germano da Silva Gusmão (Coordinator), Sérgio J. F. Da Costa Hornai and Joana Maria Dulce Vitor
This sub-committee studies and promotes the development of electoral law. The sub-committee also prepares opinions and drafts regulations within the jurisdiction of the CNE, as well as reviews draft laws and regulations of other relevant organs of state election requested by the plenary, the President or workgroup. The sub-committee also carries out strategic studies for dissemination of electoral legislation among key stakeholders in the electoral process.
Tomé Xavier Jerónimo (Coordinator), Deolindo dos Santos and Vicente Fernandes e Brito
This sub-committee ensures effective communication between the CNE and the political parties. It develops a business plan linking the two entities and ensures a constant and friendly communication between the two. This sub-committee also receives, analyzes and presents for consideration by the plenary party alliances for electoral purposes. Another of its functions is to develop methodologies to monitor and distribute the funds from the public subsidy for political parties with parliamentary representation. Finally, it coordinates the monitoring and accountability of the parties under the law of public subsidy.
José Agostinho da Costa Belo (Coordinator), Maria Teresinha Noronha Cardoso and Alcino de Araújo Baris
This sub-committee is responsible for establishing good communication and relationships between the CNE and the various stakeholders in the electoral process, such as STAE, Supreme Court, Parliament, civil society organizations and the general public. This sub-committee also develops strategies for communicating with the media and monitors the behavior of journalistic publications that are related to the CNE. It also ensures effective communication between the CNE and international and national observers of the electoral process.
